While other design projects definitely did not stop, we put our marketing team on notice that the brand project would be the priority for those 3 months. There were some day-to-day and smaller tasks that we were able to delegate to others (like interns/contractors).

In regards to stakeholders, we did not need to convince them to participate and contribute because we already had buy-in before the project started. The CEO wanted it to happen and we all agreed that it was a critical move as the business matured to a new level. It is important to form a small committee around a large project like this one that can make decisions to keep it moving forward. And then only schedule time with executives at milestones where you need feedback to make critical decisions. In between those milestones, you can use reporting mechanisms like Gantt charts and status emails to keep larger stakeholders informed of the progress. The key is to make sure you use time very wisely to get what you need when you can get all the big stakeholders in the room.
